According to Marca, Verstappen has a performance clause in his current contract that allows him to speak to rival teams once the drivers head off for the annual summer break. Should Verstappen fail to win a race after the Hungarian Grand Prix, then the 21-year-old will be able to discuss terms with rival teams.
