Former Premier League referee speaks out on Moussa Sissoko handball v Liverpool and why it won't be a penalty after change of rules

Former Premier League referee Mike Riley has spoken out on Moussa Sissoko handball incident during Champions League final between Liverpool and Tottenham.  The match at Wanda Metropolitano Stadium started with a penalty decision from referee Damir Skomina who saw a handball from French international after Sadio Mane's cross.  VAR replay shows that Sissoko doesn't intend to play with his arm, instead he shows his teammates to take position during the attack of the opponents.  "Sissoko's a really interesting one. In real time it looks a clear penalty. With VAR you can actually see what he's doing, and he's not interested in trying to block the cross, he's saying to the covering defender, "Get over there and fill the space." Riley told The Times. “That’s not a deliberate act of extending the arm away from the body. You also see the ball deflects off the chest on to the arm, and if you put everything together and apply the philosophy we do here, we wouldn’t say that was handball" he added. According to the new rules in Premier League, defending team will not be punished in case a player uses his arms for body balance. Source - The Times
