Fekir looked certain to join Liverpool during the previous transfer window and had even conducted interviews with the club's in-house media team only for the deal to break down at the 11th hour.
Concerns over an underlying knee problem are thought to be the reason behind the abandoned move.
Chelsea and Bayern Munich are now interested in the 25-year-old.
Both clubs are understood to have scouted Fekir extensively this season and are the two most interested parties, with Liverpool no longer in the running.
