Chelsea were hit by a transfer ban for two windows after being found guilty of breaking regulations over signing players under the age of 18.
However, according to
Mirror the Blues have told leading agents that they are expecting to do transfer business in January.
The publication states that Chelsea have appealed to the Court of Arbitration of Sport and are hoping that the ban will be reduced.
Although the Premier League side haven't officially commented on their strategy for the appeal but they have held talks with leading agents over signings.
“Chelsea are anxious to strengthen their squad and seem pretty confident that they will win the appeal and be able to trade again in January," one said.
“It could mean the difference to them finishing in the Premier League top four and qualifying for the Champions League.”
