The 21-year-old, with an impressive track record with 29 assists and 26 goals in 136 games for the La Liga side, earned himself a contract extension last year.
Manager Mikel Arteta is keen on bolstering the squad's attacking options, especially on the wings to support Bukayo Saka. However, securing Williams won't be straightforward, given the competition and Bilbao's reluctance to part ways with their academy graduate.
In addition to the Spaniard, the Gunners are reportedly eyeing Pedro Neto from Wolves, known for his exceptional performances despite battling injuries.
Neto's stats, with 10 assists and 3 goals in just 17 games, have caught the North Londoners' attention, as they seek to strengthen their offensive lineup.
The potential signings of both of the players could coincide with a reshaping of the Arsenal squad, with Eddie Nketiah, Emile Smith Rowe, and Thomas Partey possibly departing this summer.
Other rumored targets for the Gunners include Ivan Toney from Brentford and Martin Zubimendi from Real Sociedad.
